Manitoba Start provides central registration services and Needs and Assets Assessment and Referral Services (NAARS) for all newcomers arriving in Winnipeg, Manitoba.

From one location, get access to services and supports to help you settle in Winnipeg including a personalized Settlement Plan, referrals and more.

Am I eligible?


Our free career programs and intake services are for newcomers 18 years and older.

Effective immediately, we can support Canadian citizens who identify as newcomers—this includes naturalized citizens, those born in Canada but raised abroad, and foreign-born children of Canadian citizens.

If you are a newcomer resident or immigrant to Manitoba seeking employment supports and qualification recognition information, our services are here for you!

Eligibility includes:

✅ Provincial nominees
✅ Permanent Residents (economic immigrants, refugees, and family class immigrants)
✅ Temporary Residents (valid Work or Study Permits)
✅ Refugee claimants
✅ Spouse/Common-law partners and dependent children of the above
✅ Others as specified and approved

Remember, all clients must reside in Manitoba to be eligible. Unfortunately, visitors to Canada are not able to access our services.

How do I register?


Visit Manitoba Start to Register

  • Manitoba Start is open for in-person registration Monday-Thursday during office hours. We operate virtually on Fridays.
  • We recommend that you book an appointment to ensure a meeting with an Intake Advisor. Please call (204) 944-8833 or e-mail frontdesk@manitobastart.com to schedule an appointment.
  • You will meet with an Intake Advisor to complete a Needs Assessment and receive a personalized Settlement Plan.
  • Be sure to bring in one of the following required documents:
    • Permanent Resident Card and Confirmation of Permanent Residence (CoPR) document
    • Passport and Confirmation of Permanent Residence (CoPR) document
    • Work/Study Permit and passport
    • Refugee Claim Document with Work Permit or Claim Approved

Pre-register Online

  • Make sure to have one of the required documents (listed above) ready!
  • After you have submitted your form, you will be contacted by an Intake Advisor to schedule a time for a virtual or in-person registration.

What can I expect during registration?


Length

  • You will meet with an Intake Advisor for approximately 1-1.5 hours to complete a Needs Assessment and receive a personalized Settlement Plan.


Overview

Your Intake Advisor will:

  • Talk with you about your personal situation to help identify you and your family’s immediate needs.
  • Review your education, training, and employment experience.
  • Discuss your career goals.
  • Refer you to free services to prepare for employment in Manitoba.
  • Provide you with contact information for the settlement agency in your neighborhood.
  • Refer you to the appropriate free services from other organizations.


Personalized Settlement Plan

Work with an Intake Advisor to create a personalized Settlement Plan that will connect you to:

  • Settlement agencies in your area
  • Language services
  • Winnipeg Introduction for Newcomers Settlement Information and Orientation Resources
  • Employment preparation supports
  • Credential recognition supports (for internationally educated and skilled newcomers)

  • Settlement Agencies in your area
    • Additional orientation and resources based on your needs
  • Winnipeg English Language Assessment and Referral Centre (WELARC)
    • An assessment of your English language skills
    • Information about English as an Additional Language (EAL) programs to help you improve your English


Career Development Workshops and Career Coaching

  • Plan your career goals, create a resume, get help with your job search, learn about Canadian workplace culture and qualifications recognition, and practice for interviews.
